
Meeting Update: Deputy Police & Crime Commissioner Visit – 28 October 2025
The Parish Council recently met with Deputy Police & Crime Commissioner (DPCC) Leo Hammond to discuss local road safety, speeding concerns and community policing initiatives. Below is a summary for residents.

Speeding and Road Safety in the Parish
Councillors raised strong concerns about the suitability of the current 30mph speed limit through the village, particularly due to:
- Single-track sections
- Blind bends and road humps
- No footpaths
- Roadside banking erosion (part of flood defences)
- On-road parking narrowing the road near Ward Cottage
Several councillors felt a 20mph limit would better suit the road conditions.
The DPCC explained that:
- Speed limits are decided by East Riding Council (ERYC) with police input.
- ERYC currently avoids 20mph limits, but four trial areas (such as Swanland and Flamborough) are being evaluated, with results expected in 2026.
- Changing a speed-limit bylaw costs around £5,000 per road.
Improving Driver Behaviour – Operation Snap
Residents are encouraged to report dangerous driving via Operation Snap, where dashcam or doorbell footage can be uploaded directly to Humberside Police.
- Over 600 reports are submitted each month.
- Two-thirds result in action or prosecution.
- Behaviours include tailgating, unsafe overtaking, mobile phone use and aggressive driving.
- Police offer free dashcams to residents willing to take part in the scheme.
Horse Rider Safety
A new team of Mounted Police Volunteers is being introduced to help tackle rural crime and improve road safety for riders. For applications, please see the following link: HP – Community Safety Mounted Volunteer – Humberside & South Yorkshire Police
- 9 prosecutions were made in the first two weeks of the scheme.
- New rules require drivers to pass horses at 2 metres minimum and no more than 10mph.
- Police hope to fund educational road signs about safely passing horses, pending ERYC approval.
Community Speedwatch
The Parish previously trialled Community Speedwatch, but low volunteer numbers limited its impact. The scheme has now been improved:
- Only 3–4 volunteers needed
- Online training
- Greater support from the police

AutoSpeed Watch (ANPR Trial Cameras)
The DPCC discussed new AutoSpeed Watch cameras being trialled in the region.
- Cameras issue warnings rather than fines
- Police personally visit repeat offenders
- Cost is £799, significantly cheaper than traditional speed cameras
- Funding is 50% Parish / 50% grant
- Grants open in December, with up to 40 villages included next year
Other Actions Discussed
- Encouraging local companies to ask drivers to aim for 20mph through the village.
- Asking ERYC to paint 30mph roundels on the road to reinforce speed awareness.
- Exploring Village Gateway Schemes to mark village entry points and encourage slower driving.
- Encouraging residents to sign up to MyCommunityAlert for local policing and community updates.
